Admin and Finance Officer

The role of position in the organization:

The Admin and Finance Officer is responsible for providing administrative, logistic and financial management services to effective and efficient delivery and achievement of project objectives

Reporting line:

Project director and coordinate with Project Coordinator as and when required

Key working relationships

Internal: PD, tripartite agreement partners, key project staff.

External: District administration, provincial government agencies, communities, youth and women activists and volunteers, elected representatives of local government, sector stakeholders and other NGOs operational in Chitral.

Job Purpose

The Admin and Finance Officer will extend administratively and financial management assistance to project team to ensure successful implementation of cooperation program. The overarching strategic objective of the work of the Admin and Finance Officer is to facilitate the development and implementation of the project strategic work plan, finance, and procurement policies, develop and maintain administrative and financial records and reports as per audit needs and requirements of national and international standards.

Key Responsibilities:

  • He/she will be the frontline manager of the administrative, procurement and financial activities of cooperation program and will be required to ensure the quality of records, procurement of goods and services involved in project implementation.
  • Facilitate to plan, organize and manage the administrative, HR and financial policies and procedures. Provide logistic support for meetings with local government leaders, social narratives, social organization, training of youth and local council leaders, community and volunteers.
  • Proactively analyze and review receipts and expenses in line with the work plan and budget, prepare financial reports, collect, analyze and manage all the project related data, filing system, receipts, and vouchers, financial and other administrative records.
  • Manage and update project and institutional records for audit and reviews
  • Facilitate the process of progress reporting, audit, and reviews
  • Keep himself/ herself aware of the latest financial, administrative, income tax and personnel management rules and regulations and facilitate the senior management in appropriate financial and administrative decision making.
  • Play proactive and instrumental role to successfully achieve the cooperation program objectives through efficient financial management.
  • Facilitate and/or undertake periodic appraisals, reviews and forecasts.
  • Manage cash flows, bank records, bookkeeping and accounting procedures with overall financial and cash controls
  • Represent cooperation program and its partners’ work at meetings and forums as and when required
  • Responsible for ensuring that financial transactions, accounting standards protocols, financial policy of JAD Foundation are fully implemented and ensured.
  • Take on any other tasks as when and where required.


Person Specification



  • Postgraduate/ Masters’ degree in business management/M Com/ACCA
  • High-quality computer IT knowledge and skills.
  • Recruitment, procurement, HRM, and negotiation skills


  • Demonstrated knowledge of latest project administration and financial management tools and systems and finance and administration in local government
  • Demonstrated knowledge of latest project administration and financial management tools and systems and finance and administration in local government
  • Excellent working knowledge of the computer applications in accounting and management


Minimum 5 years in administration and financial management recruitment, procurement, and human resource development experiences with NGOs/donor-funded projects


  • Knowledge of the donor funded projects and grant management.
  • Knowledge of the personnel management, procurement management, bookkeeping and audit facilitation.
  • High quality was written/verbal communication skills including well-demonstrated financial analysis and reporting
  • Self-motivated person able to work independently
  • Able to effectively promoted foundation’s mission values and objectives
